A note on "Rule Priority": Local Club Rules (TCSA) take priority over all higher authorities (U.S. Youth Soccer, NTX Soccer etc.) unless a higher authority has mandated a rule change. When determining what rule to use, start with TCSA rules first. If no rule is in place proceed to NTX Soccer rules, then U.S. Youth Soccer etc.
